Artificial Intelligence

NCEA permits employees, contractors, interns, and volunteers to use AI as a supplementary tool for permitted internal research, data analysis, and non-generative analytical work. This may include organizing non-confidential data, summarizing publicly available information, and identifying trends or patterns. AI may also assist communications, fundraising, and marketing staff in developing materials that reflect NCEA’s original research, messaging, values, and priorities.

AI does not independently generate NCEA’s published research, analysis, or findings. All AI-generated or AI-assisted material must be completely reviewed and verified by the NCEA team member using it, and AI output may not be copied, pasted, or presented as independently produced human work. Confidential, proprietary, and personally identifiable information may not be entered into AI tools. NCEA may review work products for compliance with this policy.

NCEA also offers an AI-powered website agent (ai.energyanalytics.org) that helps answer questions about NCEA’s research and positions. The agent is grounded in NCEA’s human-generated research and data and may surface relevant external media, websites, legislation, and sources cited in NCEA’s original research. It is a research aid and not a substitute for reviewing the underlying sources.

Artificial Intelligence Use Policy

1. Purpose.

This policy establishes guidelines for the responsible use of Artificial Intelligence (“AI”) tools by employees of the National Center for Energy Analytics. (NCEA). The goal is to ensure compliance, protect confidentiality, and maintain the integrity of organizational work products.

This policy applies to all employees, contractors, interns, and volunteers (Team) who use AI tools in the course of their work for NCEA.

All AI generated content must be completely read and reviewed by the Team member(s) using the content. Copy/paste/use of AI generated content is prohibited. Failure to comply with this requirement may result in termination from NCEA.

  1. Permitted Uses.
    1. As a research tool for topics relevant to Team work for NCEA.
    2. Summarizing publicly available data for internal analysis.
    3. Identifying trends, patterns, or insights from non-confidential sources.
    4. Creating communications products by the communications staff (op-eds, newsletters, scripts, etc.) that reflect and are consistent with original source NCEA research and messaging development. Creating fundraising and marketing products by the development staff that reflect and are consistent with NCEA research, messaging, values, and priorities
    5. Non-generative analytical purposes.
  1. Prohibited Uses for Policy & Research.
    1. Processing or analyzing information that is confidential, proprietary, or personally identifiable information.
    2. Using AI to generate research, analysis, or written work and falsely representing such output as independently produced human work.
  1. Compliance and Monitoring.

Employees must comply with this Policy at all times. NCEA reserves the right to monitor and review Employee work product for generative AI use, including checking Employee work with AI detection tools.
